President Brian Doherty introduced Eugene Borgonzi as the guest speaker at a meeting of the ANEFO on September 30, 2019. Eugene’s topic involved conduct of players and non-players including: helping the runner, illegal use of hands and holding, illegal blocking, illegal personal contact, non-contact unsportsmanlike fouls by players, illegal participation, illegal kicking and batting, and non-contact unsportsmanlike fouls by non-players.
Next, Tom Brow, ANEFO Rules Interpreter, presented six game video clips from high school football teams in other states that play federation rules. The video clips included: 1) Free kicks breaking the plane of the goal line, 2) Reverse goal line mechanics, 3) A Pass on a Kick Return, 4) Offensive Holding, 5) Umpire Helping with Button-hook Passes, 6) It is close – Measurements. Tom also presented two “You Make the Federation Call” scenarios. The first case involved a face mask call by defense on the quarterback as he is tackled in his own end zone. The second scenario involved the same play but the quarterback then fumble the ball out of the end zone before he was tackled.
