You Make the Federation Call – ANEFO Meeting – October 28, 2019

Brian Doherty, President, and Tom Brow, Rules Interpreter, presented and discussed video clips of Massachusetts and college football games with emphasis on how the rules are different in high school games played under Federation Rules at the ANEFO Meeting on Monday, October 28, 2019.

First there was a discussion about the MIAA exceptions to the overtime rules. The memo from the MIAA was displayed on the screen, read aloud, and discussed.

Next, a video clip of a local Massachusetts high school football game was shown depicting two blindside side blocks; the first was easy to detect, then second was may have been harder to detect.

Next, Tom Brow discussed another three “You Make the Federation Call?”  This week’s first scenario involved an offense live-ball foul at the snap, then an interception followed by a Team B block below the waist before time expired.  The second scenario involved a hand-off with the runner then crossing the neutral zone then throwing the ball back to the quarterback who then tossed a forward touchdown pass.  The final scenario involved a punt that crosses the neutral zone hits the ground and bounces back to the punter untouched and the punter then runs beyond the line to gain. These plays were discussed using Federation rules and how the enforcement outcomes are drastically different from NCAA rules.

Next, a video clip titled “2019 Fox CFB Plays – Week 6” was presented highlighting the following: targeting on a runner lowering the head and forcible contacting with the crown of the helmet, leading with the helmet, a targeting foul that caused a fumble, driving the quarterback to the ground in a punishing act, a fumble and forward progress, tight end covered and illegally goes down field on a pass play, a blindside block after leading with the hands (then driving the helmet with forcible contact), the punting team touching a punt near the goal line, a signal for a fair catch caught by a teammate, a free kick untouched into the end zone, an onside kick, an untimed down, and a dead ball penalty against the offense.
