Marcus Chang, ANEFO official; and Tommy Brow, Rules Interpreter, were the featured guest speakers at the ANEFO meeting on September 12, 2016. The topic of the evening was the kicking game. Their handouts, summary of their presentations, and/or resources are located at the bottom of this article.
First, Marcus Chang discussed free kicks; scrimmage kicks, officials’ positions during free kicks, on-side kicks and scrimmage kicks, kicking team requirements, touching and recovering kicks, kicks out of bounds, penalties during kicks, punts, field goals, one-point try, kicks beyond and behind the line of scrimmage, and fair catches. Next, Tommy Brow discussed an interesting play involving the “clean hands rule” during which the captain whose team had not foul prior to recovering the ball would best be served if he accepted, rather than decline, the opponent’s penalty (thus, forcing the offsetting fouls), wedges during free kicks, fouls by Team A during free kicks, kicks beyond the neutral zone, succeeding spots after unsuccessful field goal attempts, and an interesting “you make the call” play situation.
