Penalty Enforcement

Enforcement spotJohn Mattuchio, featured guest speaker, and Tommy Brow, Rules Interpreter, discussed penalty enforcement at the ANEFO meeting on October 27, 2014.  Their handouts and/or resources are located at the bottom of this article.  First, John presented four pop quizzes.  Next, he discussed points of emphasis regarding live ball fouls, fouls at the end of the fourth quarter, PSK enforcement spot, mechanics and inadvertent whistles.  Later, Tommy Brow explained the Three-in-One Principle, locating the basic spot,  runs ending behind and beyond the neutral zone, runs when there is no neutral zone, less obvious end-of-the-run spots, forward passes, kicks, PSK spots, and several interesting “you-make-the-call” situations involving penalty enforcement.  Finally, the MIAA 2014 Football Playoff brackets were presented on the big screen.
