Penalty Enforcement Spots – October 17, 2016

first-downZachary Nardone, ANEFO official; and Tommy Brow, Rules Interpreter, were the featured guest speakers at the ANEFO meeting on October 17, 2016. The topic of the evening was penalty enforcement. Their handouts, summary of their presentations, and/or resources are located at the bottom of this article.

First, Zach discussed the concept of penalty enforcement, live ball offsetting fouls, the Three-and-One Principle, basic spots, post-scrimmage kick enforcement procedures, and two quiz questions. Later, Tommy shared how a Washington college coach instituted his own team punishment when his player taunted an opponent last week and how the Ohio State Coach not only got hit by and official, but got a 15 yard penalty during last Saturday’s game.  Brow also discussed this year’s most difficulty college preseason exam question, the Three-and-One Principle, locating the basic spot, runs ending beyond and/or behind the neutral zone, runs with no neutral zone, less obvious end-of-the run spots, forward passes, kicks, PSK spots and several interesting “You Make the Call” plays.
