Don Werner, ANEFO President, made a special presentation to Fred Gardner Sr,. for serving 65 continuous years as a football official at the ANEFO meeting on June 27, 2016.  Next, Tommy Brow, Rules Interpreter, discussed the new 2016 rules.  A handout and/or resources are located at the bottom of this article. The discussion about the new rules included the following topics: scrimmage kick formations, tripping a runner, low hits on a passer, illegal towels, illegal scrimmage kick formations, fake field goal attempts, illegal forward passes, waving hands in the face of a receiver, defenseless players, targeting, crack-back blocks, blocking below the waist, contacting the snapper, and unsportsmanlike fouls on coaches.
