Tim Hooton, President, presided at the first ANEFO meeting of the 2023 Football Season on Monday, June 27, 2023, before a packed house of officials at the Irish-American Club. President Hooton greeted the members and discussed various updates about the upcoming football season. Tim explained the process of assigning officials to the MIAA post season games and the super bowl. He announced that the ANEFO preseason exam will be posted online in the near future. After a moment of silence, there was an explanation of a new page on the ANEFO website titled, “In Memoriam” that is dedicated in loving memorial to all the beloved official who have passed. The page is “under development” and many names are missing. After visiting the In Memoriam page on our website, if you discover a name(s) is/are missing, then please contact Tim Hooton, Bob Prestera and/or Tom Brow so that the “In Memoriam” page can be updated.
Bob Prestera, ANEFO Secretary-Treasurer, was the second speaker. Bob stressed the importance of paying your dues on time, registering with the MIAA and taking the annual required concussion test. Bob also urged all members to check or update the date they joined the ANEFO on their profile page.
Ed Geary, a well respected official, was the third speaker. Ed delivered an accurate perspective of the compensation of officials fifty years ago when he first joined and what officials are receiving for compensation today. He asked the members to provide the Executive Board with suggestions to rectify the inadequacies of this situation.
Tom Brow, Rules Interpreter, was the fourth speaker. Tom presented a visual presentation that included the new NFHS rules for the 2023 football season including: player towels, inbounds and out-of-bounds status, contacting a defenseless receiver, intentional grounding, and the new penalty enforcement spots. Tom also presented two videos that illustrated the new rules. The link to Tom’s new rules presentation is below.

Tom also discussed the work of the Massachusetts 5-Person Mechanics Review Committee. Members will receive a separate email on that topic.
At the end of the meeting, there was an opportunity for ANEFO members to ask some excellent questions. Finally, President Hooton wished everyone good luck during the upcoming season.
