40/25 Second Clock & Blocking Below the Waist – ANEFO Meeting – June 19, 2019

There was a special meeting of the ANEFO on August 19, 2019 to discuss the differences in the play clock and blocking below the waist between NFHS and NCAA football rules.  Kurt Sinclair, guest speaker, discussed the Federation 40/25 second play clock.  He discussed when the 40 second play clock begins after a down and when the 25 second play clock is used after a down and/or during a down.  A video of a high school game using the 40/25 second play clock was also presented.  Later, Tom Brow, ANEFO Rules Interpreter, discussed blocking below the waist including: the Free Blocking Zone, what is blocking below the waist, first point of contact during a block, blocking below the waist from a shotgun formation, blindside blocks, and clipping.  The handouts from their presentations are located below.
