NFHS and NCAA Penalty Enforcement Differences – ANEFO Meeting – August 12, 2019

There was a special meeting of the ANEFO on August 12, 2019 to discuss the differences in penalty enforcement between NFHS and NCAA football rules.  Justin Fortier, a Vermont high school football interpreter, was our guest speaker.  He discussed many of the differences, including: ‘all-but-one’ penalty enforcement spots, the basic spot, special enforcement situations, multiple fouls, the four penalties that include automatic first downs, penalties that include loss of down, illegal participation, personal fouls and other notable differences.  A copy of his handout is located below.
